People with enough money can already access pretty much anything they want, as long as it is obtainable somewhere in the world. This will not help anyone without that access.

Not to mention, one of the reasons the FDA exists is because people died from medications that were supposed to help them. In addition, it is already an issue that rare situations lead to random reports of success or failure that can have at the minimum a confusing and delaying effect on real clinical scientific development.

These people are assuming that doing something is better than nothing, that an experiment is better than accepting that sometimes we die. They are also ignoring the fact that a great many things never even get close to clinical trials because for-profit companies don't see a way to make money on them. This is not the way to address that problem, either.
