reduce the threshold needed to impose mandatory-minimum sentences
Yep. We all know how brilliantly mandatory sentencing has worked out for, what, decades?

more aggressive policing of the Internet, ... and mail,
With or without warrants?

Not even gonna discuss the (lack of) utility of the death penalty.

sharply reduce the number of painkillers that are prescribed nationwide, aiming to slash opioid prescriptions by one-third over three years
By doing what? Just not allowing opioids? Are they going to require Medicare and Medicaid, not to mention private insurers to reimburse other pain management strategies? Are they going to force down the cost of other pain management meds so opioids are never the cheapest option?

Are they going to fund pain and pain management research as if they were real medical conditions that needed extensive science? Are they going to fund new courses in pain management in health careers training? Are they going to establish and fund fellowships for doctors/NPs/PAs in pain management?

Not to mention, 1/3 of what? Total rx? Total opioid rx? Does that include or exclude groups like cancer patients? Does this include prescriptions as part of treatment for addiction?

tighten the number of opioid prescriptions that can be reimbursed by Medicaid
Right, because the group that is most likely to need or be given pain meds is definitely the group you should just stop giving them to without a plan in place to deal with how and why this situation exists.

create a national prescription-drug monitoring system so suspicious prescriptions can be flagged
This seems legit and it is surprising that the DEA or somebody didn't actually try to force some of this already. However, if it's done, it needs to be set up carefully so it isn't blanket permission to collect literally unwarranted information on every American and anyone else who gets medical care in this country. It should only be for clearly specified drugs.

test all federal inmates for opioid addiction and provide options for treatment
I have quibbles about civil rights, but if they are going to provide the treatment during their incarceration as part of their sentencing then I think that's a good idea.

putting more naloxone, ... in the hands of more first responders
Actually, I like the programs that already exist here and elsewhere. Anyone in the community that signs up and takes some training classes is given naloxone to carry and can administer it as per training protocol to save someone's life.

expand the use of medicated assisted treatment
Any vetted forms of treatment should be supported and made accessible. I say vetted because there are a lot of scam operations out there.

Several U.S. cities have said they want to open the nation’s first facilities where people are allowed to consume drugs under medical supervision, which is illegal under federal law. The White House said it does not support such facilities because they have not seen “clear and convincing evidence” that they work.

You won't see that evidence unless you fund the research. You can't do the research if you don't have facilities.
