I would like to think that the whole system was going to give itself a good, long look and rather than pat itself on the back for a few bad apples they could scapegoat, re-adjust this decades long guilty until proven innocent/war on drugs attitude.

But if I really believed that, I could probably bid on the Brooklyn Bridge.
