Last, but not least. Observed when walking past a building. A building that seems to have needed to leave the taps dripping. That is all ice, although the base has a dusting of snow cover, and it is all from 'flowing' water accumulating this entire month. It's kind of beautiful, as long as you aren't the one who's going to have to pay for the eventual repairs.
