What I find interesting about this is buried in the article. I'm familiar with some of the buy american provisions because when you have federal grant funding, you have to use american airlines to fly to other countries unless they don't go where you need to go. It's ok if you really are flying on a non-US airline if the ticket is being sold by a US carrier. Anyway, sometimes this ends up being kind of stupid (esp in the cost and value dept) but it's not nearly as complex as it sounds like it gets in more significant situations, like building bridges and ferry terminals. Ideas and their execution are not equivalent.
