This is how Trump ran his life and business. Sue everybody. It seems to have mostly worked for him personally, so I guess he figures it's how to do everything.
Aside from the obvious issues and differences when it's the federal government, not to mention foreign countries, I can make a pro and a con on this, assuming we're taking it seriously at all.
Pro: suing tobacco companies made a significant, overall positive difference in public health.
Con: lawsuits are part of why we have few vaccines and fewer vaccine makers.
Even those two points are probably too much subtlety for the blusterer in chief.
