As noted on the pics, they used to have some wisteria planted on purpose, but they finally got rid of it and after much hemming and hawing decided not to replant the invasive stuff, but go with native related species. This was on the edge of the gardens by a road and parking lot way off at the edges. Clearly not deliberately planted there.
