Maybe you are that naive, or just not paying attention, but that is exactly the intention. Every time legislators are told science, health, and medical facts and every time they do this anyway. On purpose. In fact, I will be shocked if you can't find results with one easy internet search of anti-abortion groups and legislators quoted as saying they are, indeed, looking to punish women, make them suffer, or similar and related dog-whistles. Women's health is not their concern.
