Oh, horrors. The FDA considered cigars to be smoking and thus regulated them. But the huge amounts of money and efforts at lobbying to rectify this political travesty don't care about all those cheap, common cigars. No, we only want them to stop regulating the "premium" cigars. Whatever that means.
