I gotta ask. Are these all BSL-4 labs? Because if you are making them more dangerous on purpose, then you are moving at least some of them from a BSL-3 to a BSL-4 until proven otherwise. Especially if this involves animals. Aside from anything else, the researchers themselves probably want to be kept safe from this kind of nastiness.
