Cultural influences that have a critical and still primarily negative role in why men harass women: religion.
Many varieties of major religions still teach that it is women's responsibility to deal with both their own bodies and men's apparently uncontrollable sex drive. Women should cover up ("modesty"), women should do what men tell them in everything - not just sex. Virginity is still a thing in many religions - but only for women. It's like a prize that men should compete for, but women should be constantly denying them. That's a healthy construct.
And all of this applies to Christian denominations right here in the supposedly advanced West. It's nice for us to look all shocked at 'those other people', but they are not different in this regard. If women are second class, and property, and the vessels of men's immorality, and this is taught to children, how do you expect people to behave as adults?
