She said everyone had to produce identification to get in, and those who had no ID or were homeless were sent to separate shelters for the homeless. “If you don’t have an ID and we can’t do a background check, how do you know if someone is a sex offender?” she said. “You can’t just let anyone into a general population shelter.”

Yes. In the middle of a hurricane evacuation you are, indeed, responsible for the safety of the people in the shelters. Because anyone without an ID must be a sex offender ...

P.S. I guess it's ok if they prey on the other people without ID?
