We should have been able to eradicate polio before this.

We should have been able to eradicate polio before this. The fact that the vaccine protects even against vaccine caused strains of disease should make an even stronger case for immunizing everybody, everywhere. Unfortunately, I don't think we can do that without governments both backing and believing in these efforts, and forcing their citizens to get immunized. I don't see that happening. The window of opportunity when the world might have cooperated or not been able to mess this up is not as open as it was decades ago.

"These outbreaks are occurring only in very rare cases and only in places where children are not immunized,"

If people haven't already been immunized, there are too many conflicts and too little cooperation, now, for it to be likely we will ever totally eradicate polio.
