Ofcs, people. There was flooding, there are fish. Either spend the money and get the personnel to move them or give people permission to move them or just come and get them and kill them. Rotting fish all over the place is totally not going to become a health hazard, nope, totally not. Will not attract scavengers like rats or anything like that. Definitely not flies and things. Won't end up being shoved into the sewers and into the municipal water supplies. Nope.
