In any job, if someone screws up and you keep them on, presumably so they can do a better job in future, you have committed to keeping them on the job. You don't save it up for some later time when you normally couldn't fire someone and pull it out as a gotcha. That's lousy management.
Also, you can absolutely feel someone should have been fired for a particular thing. However, if that does not happen, you don't just sit around waiting to take them out like a bad Spaghetti Western. That undermines the whole organization and everything it is supposed to be doing.
I've worked in poisonous environments where senior people spent a large part of their time trying to undermine other senior people. It's very damaging and wasteful, not to mention the fallout that affects other people less senior. It's a lousy work environment.
If someone does something that warrants their firing, you do it in a timely manner relative to the event. Otherwise, that boat sailed.

Yeah. True. As someone reporting pointed out, if that's true it's even more concerning because of the level of clueless incompetence it suggests about the people running the country.

Yup. Sounds like at least some of the WH folks really were surprised that in spite of the fact that they wanted Comey's blood over Clinton, the Dems would still be offended by something that smacked of dictatorship and messed with long standing precedent in American governance, protocols, process, and just plain courtesy.
