Mom under stress, workshopping a scene in progress ...

While discussing something completely unrelated:
M: You can take the thing to the place.
F: Huh, what? Can we finish what we were discussing?

Finish conversation and topic.

F: Ok, so what was this other totally unrelated bit? Oh, so you got a call back from the Town about the thing?
M: NO, I MADE IT UP, I IMAGINED IT.
F: Ok, psycho lady, so you are saying they said we "can" do something. Does that mean it's what we are supposed to do, or it's an option or? Is that something item "x"?
M: I DON'T KNOW. I DIDN'T KNOW I WAS SUPPOSED TO ASK THEM QUESTIONS.
F: Uh, ok, let's try again. So they said we are supposed to do "x"? Which means [specific example of thing]?
M: THEY SAID YOU CAN DO "X". I DON'T KNOW WHAT THAT MEANS. WHY ARE YOU QUESTIONING ME.

After deciding yes/no questions are too complex, I gave up and just went and called the town again.

I'm pretty sure I can guess the answer, but she was so determined to present the information in this non-committal cannot confirm, cannot deny format, that it's just ridiculous. Plus, this requires some work and effort on my part so no, I am not going to just go haring off on a probably right but still unconfirmed guess because if it's wrong, it is an actual burden on me.
