My guess is that the local bar scene is located around it, and it has lots of unlit nooks and crannies at ground level because buttresses. That's by far the biggest risk factor for urine and vomit encrustations.

Quite a lot of the darkish corners in our city center — including many on churches — have steel plates on the wall, at a 45 degree angle, just below crotch height. Try peeing there and it splatters all over your shoes. Also, free urinals. Decorated with art by Dick Bruna, creator of Miffy.
