I looked this up because there are more, continuing, worsening, reports out of India of violence against women. Yes, most of it is the sporadic reporting on what happens to people who live there, especially the socially and economically disadvantaged. However, there is a pattern of attacking tourists that has gone on for years, now, and has happened again.

Per the Dept. of State website, there is neither a Travel Advisory, nor a Travel Warning for India.

This is the text from the US Dept. of State website on Travel Warnings. The bolding is mine:

"Travel Warnings
We issue a Travel Warning when we want you to consider very carefully whether you should go to a country at all. Examples of reasons for issuing a Travel Warning might include unstable government, civil war, ongoing intense crime or violence, or frequent terrorist attacks. We want you to know the risks of traveling to these places and to strongly consider not going to them at all. Travel Warnings remain in place until the situation changes; some have been in effect for years."

I do not know what has to happen to meet "ongoing intense crime or violence" as a criterion.

The upshot is that if you simply look for an advisory or a warning on India, there is none. However, there is one warning you that Haiti doesn't have medical care and you should get evacuation insurance before you go there.

If you go to the Dept. of State page specifically on India, and open up the section on "Safety and Security", and scroll a long way down, the second to last section is "Sexual Assault", just ahead of the section on "Scams". Of course, the first thing they warn about under safety is terrorism, but the first titled sub-headed section is about swimming, so you don't drown or get eaten by a crocodile.

Do they just not think assault is something to warn about? Do they think it isn't violent? They clearly are unaware that the optics of warning about crocodiles before rape suggests some seriously poorly thought out priorities.

They offer essentially the same suggestions you'd get offered here to protect yourself from rape - don't go alone, dress modestly, don't go out at night, etc. Do they really think this is why this violence occurred? Do they really think this will protect you?

I do not know what has to happen to justify a warning or advisory, but I think after years of these incidents against tourists from many countries, never mind what happens to Indian women every day, something more than an almost afterthought section buried on a page somewhere might be appropriate.
