Generally speaking, it seems to me that this position is intended to (a) make her appeal to more moderate voters; and (b) support her buddy Obama's legislation and attempt to make her campaign/future administration about upholding Obamacare instead of continuing any new healthcare reforms. I think she just wants to focus elsewhere and doesn't think that it's worth the fight until there is a control change in Congress to work with. She's probably right, but it's the kind of thing that makes her seem less "for the people" and more "for the office - whatever it takes."
